National Flood Insurance Program

Vermilion County participates in the National Flood Insurance Program (NFIP), which is a federal program designed to guide community-enforced building and zoning ordinances, establish floodplain mapping, and provide access to a affordable, federally-backed flood insurance protection for property owners.

Participation in this program requires regulating all development in the floodplain. A Floodplain Development permit is required prior to ANY development. Applications for Floodplain Development permits are available from the Vermilion County Emergency Management Agency.

Development, for floodplain management purposes, is defined as:

Any man-made change to improved or unimproved real estate, including but not limited to buildings or other structures, levees, levee systems, mining, dredging, filling, grading, paving, excavation or drilling operations, or storage of equipment or materials.

Flood Hazards

Flooding can occur during or following periods of heavy rain in low lying areas and adjacent to streams, creeks, or rivers. Although flooding is a naturally occurring event in these areas, localized flooding can also be caused by damaged or obstructed drainage structures.

Flood Insurance

Damage to homes and other buildings is generally not covered by homeowners or other property insurance. Vermilion County’s participation in the NFIP, and the adoption and enforcement of regulations to limit development and other construction activity in the floodplain, allows residents to purchase federally-backed flood insurance through participating insurance agents. Flood insurance is available to residents throughout the county, within or outside of the Special Flood Hazard Area (SFHA), with reduced rates for properties located outside of the SFHA. Flood insurance may be required by lenders if the property appears to lie within a delineated floodplain as shown on the FIRM.
